Declaration of a state of emergency

By its Resolution No. 196 of 26 February 2021, the Government of the Czech Republic declares an EMERGENCY STATE for the territory of the Czech Republic due to a health threat in connection with proving the occurrence of coronavirus in the Czech Republic for 30 days from 00:00 on 27 February 2021.

Restrictions on the operation of universities

By its Resolution No. 200 of 26 February 2021 on the adoption of a crisis measure, the Government of the Czech Republic restricts the operation of schools with effect from 27 February 2021 from 00:00 to 21 March 2021 until 23:59.

The measures are practically identical to those that have been in force so far.

Respiratory protection

The Ministry of Health of the Czech Republic, by its extraordinary measure of 26.02.2021 with effect from 1 March 2021 from 00:00 until further notice, prohibits, among other things, movement and residence without respiratory protective equipment (nose, mouth).

  • All persons are prohibited from moving and staying without respiratory protective equipment (nose, mouth), which is a respirator or similar device (always without exhalation valve) meeting at least all technical conditions and requirements (for the product), including filtration efficiency of at least 94% according to relevant standards (eg FFP2, KN 95), medical face mask or similar device meeting at least all technical conditions and requirements (for the product) of the ČSN EN 14683 + AC standard, which prevent the spread of droplets, namely:
    • in all interiors of buildings, outside the residence or place of accommodation (eg hotel room)
    • at all other publicly accessible places in the built-up area of the municipality,
    • at all other publicly accessible places outside the built-up area of the municipality, where at least 2 persons less than 2 meters apart are present at the same place and at the same time, unless they are exclusively household members. In exceptional cases, where it is necessary for a pupil or student to see the teacher's mouth during instruction, it is possible for the teacher to use a protective shield as a respiratory protective device, provided that he maintains a distance of at least 2 meters from the pupil or student.
  • All persons are prohibited from moving and staying without respiratory protective equipment (nose, mouth), which is a respirator or similar device (always without exhalation valve) meeting at least all technical conditions and requirements (for the product), including filtration efficiency of at least 94% according to relevant standards (eg FFP2, CN 95) that prevent the spread of droplets, namely:
    • a) in the interiors of buildings which serve as:
      • (i) shop,
      • (ii) a service establishment,
      • (iii) medical facilities, in workplaces where outpatient care is provided,
      • (iv) social services facilities, such as weekly hospitals, homes for the disabled, homes for the elderly and homes with special arrangements, and facilities providing relief social services in residential form,
      • (v) international airports,
    • b) in means of public transport,
    • c) on the platform, in the shelter and waiting room of public transport,  
    • d) in motor vehicles, unless there are only persons from one household in the motor vehicle.

Restrictions on the free movement of persons

By its Resolution No. 216 of 26 February 2021, the Government of the Czech Republic adopted a crisis measure on the restriction of the free movement of persons, from which we exclude:

  • with effect from 1 March 2021 from 00:00 to 21 March 2021 to 23:59 restricts the free movement of persons within the territory of the Czech Republic by prohibiting 1. all persons from leaving the territory of the district or the capital city of Prague, in whose territory they are domiciled or resident; 2. entry, movement and residence in the territory of the district or the capital city of Prague to all persons who do not have their place of permanent residence or residence in the territory of this district or the capital city of Prague,
    It provides for the following exceptions to the prohibitions: 1. commuting to work and performing a business or other similar activity and performing the duties of a public official or constitutional official, 5. performing a profession or activities used to ensure a) security, internal order and crisis management, b) protection health, the provision of health or social care, including volunteering, 2 the municipality of their registered office under the conditions set out in point X, 10. journey back to the place of their permanent residence or domicile, 11. journey for the purpose of departure from the Czech Republic;
     
  • Orders a maximum of 2 persons to stay in public places, with the exception of household members, accompanying persons in accordance with points II / 3 and 4, employees working for the same employer, persons jointly carrying out a business or other similar activity, persons working together, to which are required by law, and it is necessary to carry out this activity in a larger number of persons, children, pupils and students when providing education in schools or school facilities, and to maintain a distance of at least 2 meters in contact with other persons, if possible, 5. employers to use telework if, given the nature of the work and the operating conditions, employees can do it at the place of residence or domicile;
    and instructs all persons who have reached the age of at least 15 years of age to use the exemption to prove the justification for the use of this exemption by a written confirmation from the employer or body performing the duties of a public official or constitutional official, or by an employment contract or employment permit or similar if the necessary data, or a written document stating the specific reason for performing a business or other similar activity, including the place of performance and contact details of the client or person with whom the activity is performed, according to points 2 to 11 the obligation to prove the justification of these exceptions a solemn declaration stating the specific reason in accordance with points II / 2 to 9 and 11; the justification for the use of the exemption pursuant to point II / 11 must also be proved by documents related to departure from the Czech Republic.

Restrictions on retail trade and services

By its Resolution of 26 February 2021 No. 217, the Government of the Czech Republic restricts the operation of retail trade and services with effect from 1 March 2021 from 00:00 to 21 March 2021 to 23:59. In connection with our activities, we exclude:

  • prohibits the presence of the public in catering establishments, with the exception of:
    a) in establishments which do not serve the public (eg staff meals,…)                 
    b) school meals for employees present at the workplace and children, pupils and students participating in full-time education,
     
  • further prohibits
    c) congresses, educational events and examinations in full-time form, with the exception of i) practical training and practice according to Act No. 95/2004 Coll., on the conditions for acquiring and recognizing professional competence and specialized competence to practice the medical profession of doctor, dentist and pharmacist, as amended, and pursuant to Act No. 96/2004 Coll., on the conditions for acquiring and recognizing competence to perform non - medical health professions and to perform activities related to the provision of health care, 
    h) visits and tours of botanical gardens,
    l) the provision of childcare services in a children's group, with the exception of a children's group at a medical or social services facility, or a children's group providing a childcare service mainly for the children of employees of these facilities,
    i) visits and tours of museums, galleries, exhibition spaces
     
  • restricts the operation of libraries by prohibiting the disbursement of loans other than pre-ordered loans and their return through the dispensing window or contactlessly; it is recommended to use a respirator without an exhalation valve of at least class FFP2 or KN95 for non-contact delivery of loans.
