Change of measures in compulsory respiratory protection from November 1 and November 15, 2021

At its meeting on 25 October, the Government of the Czech Republic approved the issuance of an extraordinary measure of the Ministry of Health, which, from 1 November 2021, introduces, among other things, the obligation of respiratory protection in teaching for students and unvaccinated academics.

1. All persons shall be prohibited from moving and staying without respiratory protective devices (nose, mouth), which are a respirator or similar device (always without an exhalation valve), with effect from 1 November 2021, from 00:00 until this special measure is revoked. ) meeting at least all technical conditions and requirements (for the product), including a filtration efficiency of at least 94% according to the relevant standards, which prevent the spread of droplets (hereinafter referred to as "respirator"), namely:

(a) in the interiors of buildings which serve as:

(vi) a college, school or school facility, with the exception of primary school pupils in primary school, school group or school club, lower six-year and eight-year grammar school pupils in grammar school education, pupils in the first four years of the conservatory's eight-year curriculum in conservatories if they use a medical face mask or similar device fulfilling at least all technical conditions and requirements (for the product) of the standard ČSN EN 14683 + AC, which prevent the spread of droplets,

e) when participating in congresses, educational events and examinations in full-time form,

 

2. The prohibition set out in point 1 shall not apply to:

(a) children who have not yet started compulsory schooling; this does not apply to children in the preparatory class of a primary school and children in the preparatory stage of a special primary school,

b) children, pupils and students within the framework of an educational activity, the nature of which does not allow the wearing of a protective device (especially gymnastics, singing, playing wind instruments),

c) pedagogical staff or academic staff in the framework of an educational activity, the nature of which does not allow the wearing of a protective equipment (especially gymnastics, singing, playing wind instruments), provided that they maintain a distance of at least 1.5 meters from others,

d) children in the preparatory class of a primary school, children in the preparatory stage of a special primary school, pupils and students in education who sit on a bench or are otherwise seated,

e) pedagogical staff or academic staff who have been vaccinated against covid-19 and at least 14 days have elapsed since the completed vaccination schedule according to the summary of product characteristics, when providing education,

f) caregivers in the pediatric group who have been vaccinated against covid-19 and at least 14 days have elapsed since the completed vaccination schedule according to the summary of product characteristics, while providing care according to Act No. 47/2014 Coll., on the provision of childcare services in the children's group and on the amendment of related laws, as amended,

g) examiners and examiners during an examination at school or university, if all persons maintain a distance of at least 1.5 meters,

bb) athletes or trainers during training, exercise, wrestling, competition, etc., including running and cycling, as well as coaches, other team members in team sports and referees in participating in or preparing for sports activities competitions organized by sports federations or umbrella sports organizations.

Changes from 15 November 2021

As of 15 November 2021, according to the government measure on the mandatory use of respiratory protection, the exemption from wearing respirators during educational activities will not apply to groups with more than 50 children, pupils or students from 15 November 2021, i.e. mainly university lectures.

The Ministry of Health has also decided that from 15 November 2021 the state will also pay vaccines to foreigners with a long-term legal residence in the Czech Republic of more than 90 days, who are not health insurance payers in the Czech Republic or the EU and have so far had to pay for the vaccination. Newly, they will only pay for the sole application of the vaccine and not for the vaccine itself.
