Measures valid from 1 September 2021

The Government of the Czech Republic approved an extraordinary measure of the Ministry of Health of the Czech Republic with effect from 01.09.2021, from which we exclude for our needs.

A) Exams, educational events, lifelong learning courses, congresses, graduations

point I/12:

according to § 2 par. 2 let. e) of Act No. 94/2021 Coll. stipulate the conditions for holding concerts and other musical, theatrical, film and other artistic performances, including circuses and variety shows, sports matches, matches, competitions, etc. (hereinafter referred to as "sports matches"), congresses, educational events and full-time rehearsals, except educational events and examinations that are part of education according to Act No. 561/2004 Coll., on pre-school, primary, secondary, higher vocational and other education (School Act), as amended, or Act No. 111/1998 Coll. , on Higher Education Institutions and on Amendments to Other Acts (Act on Higher Education Institutions), as amended, which are attended by a maximum of 20 persons at a time, in such a way that

a) in the case of an event held in an area with a capacity of up to 3,000 spectators, visitors or listeners present (hereinafter referred to as "spectators"), all spectators must meet the conditions set out in point I / 16,

b) in the case of an event held in an area with a capacity of more than 3,000 spectators present, 3,000 spectators must meet the conditions set out in point I / 16 and of the number of spectators over 3,000, at least half of these spectators must meet the conditions set out in point I / 16 (a). (c) or (d) and the remaining part of the capacity may be occupied by persons fulfilling the condition set out in point I / 16 (a). a) or b),

(c) persons who show clinical signs of covid-19 or who do not fulfill the conditions laid down in point I / 16, other than children under the age of 6, shall be prohibited; the organizer of the event is obliged to check the fulfillment of the conditions according to point I / 16 when the person enters the event and the person is obliged to prove the fulfillment of the conditions according to point I / 16; in the event that the person does not prove the fulfillment of the conditions according to point I / 16, the organizer is prohibited from admitting such a person to this event,

d) the distance of spectators from the stage or other place intended for performing or sports areas must be at least 2 m,

This means that:

  • no conditions are set for examinations and educational events for up to 20 people, for examinations and educational events for more than 20 people it is necessary to prove infectivity,
  • in the case of an event for up to 3000 persons, it is necessary for all participants to demonstrate infectivity in the manner set out below - point I / 16,
  • in the case of an event over 3000 persons, all persons must meet the conditions of infectivity according to point I / 16, of the number of spectators over 3000, at least half must prove vaccination or confirmation of illness, the rest can prove infectivity in other ways.

B) Enrollment in studies, dating lists

The conditions for participation in full-time enrollment in the study are given in point I / 13:

according to § 69 par. 1 let. i) of Act No. 258/2000 Coll. and § 2 par. 2 let. e) of Act No. 94/2021 Coll. lay down the conditions for holding public or private events in which people accumulate in one place, such as, in particular, federal, sporting, cultural events other than those referred to in point I / 12, dance, traditional and similar events and other gatherings, festivities, pilgrimages , parades, tastings and celebrations, so that at the same time a maximum of 20 persons is present or, subject to the following conditions, a maximum of 1 000 persons if the event takes place indoors, or 2 000 persons if the event takes place exclusively outdoors; Participation in the event is prohibited for people who show clinical signs of covid-19 or who, if more than 20 people are to be present at the event at one time, do not meet the conditions set out in point I, except for children under 6 years of age. / 16 or are unable to demonstrate compliance with these conditions on the spot; the organizer of the event is ordered to check the fulfillment of the conditions according to point I / 16 by the person before participating in the event for which the entry is regulated, and the person is ordered to prove the fulfillment of the conditions according to point I / 16; if the person does not prove the fulfillment of the conditions according to point I / 16, the organizer of the event is prohibited from allowing such a person to participate in the event; for participants in regular activities in a fixed team, the negative result of the antigen test is valid for the purposes of these activities only for 7 days and the fulfillment of this condition is checked once every 7 days by the organizer of such a regular event. The extraordinary measure contains exceptions to this rule, which, however, are not applicable to universities.

This means that

  • in case of participation of more than 20 persons at one time, it is necessary for the involved persons to prove infectivity by the options below, which the faculty is obliged to check; in the case of failure to prove infectivity, it is not possible to allow the person to participate,
  • in case less than 20 people participate in enrollment in the study at one time, proof of infectivity is not necessary.

The conditions for proving infectivity are in both cases given by point I / 16:

lay down the following conditions for the entry of persons into certain indoor and outdoor areas or for participation in public events or other activities, if required by this emergency measure:

(a) the person has undergone a negative RT-PCR test for the presence of SARS-CoV-2 virus with a negative result no later than 7 days ago, or

(b) the person has undergone a rapid antigen test (RAT) for SARS-CoV-2 antigen with a negative result no later than 72 hours, or

(c) the person has been vaccinated against covid-19 and is supported by a national vaccination certificate or a certificate issued in accordance with the European Union Regulation on the EU digital certificate COVID1, provided that at least 14 days have elapsed since the completed vaccination schedule; a national certificate of vaccination is considered to be a written confirmation issued at least in English by an authorized entity operating in a third country, a model of which is published in the list of recognized national certificates on the website of the Ministry of Health of the Czech Republic; the written confirmation must include details of the person to be vaccinated, the type of vaccine administered, the date the vaccine was administered, the identification of the subject who issued the certificate and must be verifiable by remote access directly from the written confirmation, provided that vaccination was

(i) containing a covid-19 vaccine which has been granted a marketing authorization in accordance with Regulation (EC) No 726/2004, or

(ii) a medicinal product the manufacture of which complies with the patent of the medicinal product referred to in point (i), provided that the medicinal product is also approved by the World Health Organization for emergency use; or

d) the person has undergone laboratory-confirmed covid-19 disease, the isolation period has expired according to the valid emergency measure of the Ministry of Health and from the first positive rapid antigen test (RAT) for the presence of SARS-CoV-2 virus or RT-PCR test for SARS virus -CoV-2 has not elapsed more than 180 days, or

(e) the person undergoes a rapid antigen test (RAT) on the spot to determine the presence of SARS-CoV-2 virus antigen for self-testing (use by a lay person) with a negative result; the same shall apply if the person demonstrates on the spot that he has undergone a rapid antigen test under the supervision of a healthcare professional via an online service no later than 24 hours ago and proves passing this test and its negative result by confirmation from the health service provider, or

f) a person in a school or school facility has passed, according to another extraordinary measure of the Ministry of Health, a rapid antigen test (RAT) to determine the presence of SARS-CoV-2 virus antigen, intended for self-testing or authorized by the Ministry of Health for use by a lay person no later than 72 hours, with a negative result, this fact is evidenced by a solemn declaration, respectively. a solemn declaration of the person's legal representative or a school certificate (applies to those tested in primary and secondary school education)

II. Respiratory protection - there has been only a minor change that does not affect students and academic staff of the university. Therefore, the following rules still apply:

Wearing respirators is mandatory inside the university.

The obligation does not apply to:

  • students and academic staff according to Act no. 111/1998 Coll., on universities, within the framework of educational activities, the nature of which does not allow the wearing of a protective device (especially gymnastics, singing, playing wind instruments),
  • pupils and students in education who sit at a bench or are otherwise seated (spacing 1.5 meters)
  • pedagogical staff or academic staff in the provision of education
  • Examiners and examiners during an examination at school or university, provided that all persons maintain a distance of at least 1.5 meters.

This means that the postponement of respiratory protection during teaching and examination at universities is allowed under specific conditions, and all persons involved in teaching and testing can be considered as academic staffe in this sense.
