Resolution of the Government of the Czech Republic on the obligation to test

On 19 April 2021, the Government of the Czech Republic approved a new extraordinary measure of the Ministry of Health of the Czech Republic for personal presence at university education with effect from 24 April 2021, from which we exclude for our needs:

  • Personal presence at university education will allow a student who is not prohibited by other emergency measures only a) if he / she does not have symptoms of COVID-19, and b) has undergone a preventive RT-PCR test to determine the presence of the virus SARS-CoV-2 or a preventive antigen test for the determination of SARS-CoV-2 virus antigen carried out in accordance with the procedure laid down in Article II with a negative result, unless otherwise provided in Article III. The condition under letter b) does not apply to individual consultations and individual full-time teaching or other individual activities.
  • Universities are obliged to provide their students with: a) antigen tests for the presence of SARS-CoV-2 virus antigen, which are intended for self-testing or authorized by the Ministry of Health for use by a lay person, b) testing by POC antigen test for antigen presence SARS-CoV-2 virus or RT-PCR test for the presence of SARS-CoV-2 virus performed by a health service provider, or c) testing by RT-PCR tests for the presence of SARS-CoV-2 virus, if they have non-invasive in vitro diagnostic medical devices for self-sampling intended for the subsequent performance of the RT-PCR test and if they have the performance of the RT-PCR test provided by the health service provider.
  • Before commencing preventive testing under this emergency measure, the higher education institution shall inform all students concerned of the manner in which the testing is to be carried out and the rules set out in this emergency measure.
  • Preventive testing is performed from April 24, 2021. Preventive testing is performed with a frequency of once every 7 days. The first test will be performed on the first day of the student's personal presence at the training. The preventive test is always performed before starting the training.
  • If the result of the preventive antigen test according to Art. a) positive, the university will provide the student with a confirmation of a positive result. If the result of the test according to Art. a), b) or c) positive, the student is obliged to leave the premises of the university or other place where education takes place and the premises of the accommodation facility of the university without delay; unless otherwise specified, he does not have to leave the accommodation. The student is obliged to inform the provider of health services in the field of general practical medicine about the positive result of the test by telephone or other usual remote method.
  • The student is obliged to inform the university that the result of the test according to Art. II, Art. III let. (c) or a confirmatory test in accordance with Article X positive.
  • In the event of a positive test result, the University shall immediately contact the locally relevant regional hygienic station or the Hygienic Station of the Capital City of Prague and provide it with all co-operation.
  • The university will electronically report the aggregated data on the performed testing of students according to Article I to the COVID forms App without undue delay on the day of obtaining the test results. The report shall contain at least the contact person, the type of test, the total number of persons tested, the number of persons with a positive test result, the number of persons with a negative test result and the number of inconclusive tests.

A person who is an applicant for admission to study at a university (hereinafter referred to as „the applicant’) shall be allowed by the university to be present at the entrance examination, unless it is a distance examination, unless: (a) he / she has no symptoms of COVID- 19, and b) submit a document issued by the health service provider of a negative result of the POC antigen test for SARS-CoV-2 virus or RT-PCR test for SARS-CoV-2 virus carried out in the last 7 days before the admission procedure. tests. The higher education institution checks whether the candidate meets the conditions pursuant to Article XV and, if applicable, Article XVI.
