The end of the state of emergency in the Czech Republic at midnight on Sunday, April 11, 2021

At a meeting on 6 April, the Government of the Czech Republic approved, among other things, two extraordinary measures of the Ministry of Health of the Czech Republic, of which we exclude them for the needs of our faculty.

Prohibition of movement and residence without respiratory protective equipment

1. With effect from 12 April 2021 until this special measure is revoked, all persons shall be prohibited from moving and staying without respiratory protective equipment (nose, mouth), which is a respirator or similar device (always without an exhalation valve) meeting at least all technical conditions. and requirements (for the product), including filtration efficiency of at least 94% according to relevant standards (eg FFP2, KN 95), medical face mask or similar device meeting at least all technical conditions and requirements (for the product) of ČSN EN 14683 + AC prevents the spread of droplets, namely:

a) in all interiors of buildings, outside the residence or place of accommodation (eg hotel room),

b) at all other publicly accessible places in the built-up area of ​​the municipality,

c) in all other publicly accessible places outside the built-up area of ​​the municipality, where at least 2 persons less than 2 meters apart are present at the same place and at the same time, unless they are exclusively household members. In exceptional cases, where it is necessary for a pupil or student to see the teacher's mouth during instruction, it is possible for the teacher to use a protective shield as a respiratory protective device, provided that he maintains a distance of at least 2 meters from pupils or students.

2. All persons shall be prohibited from moving and staying without respiratory protective equipment (nose, mouth), which is a respirator or similar device (always without an exhalation valve), with effect from 12 April 2021 00:00 until this special measure is revoked. meeting at least all technical conditions and requirements (for the product), including filtration efficiency of at least 94% according to relevant standards (eg FFP2, KN 95), which prevent the spread of droplets, namely:

(a) in the interiors of buildings which serve as:

i) shop,

(ii) a service establishment,

(iii) medical facilities, in workplaces where outpatient care is provided,

(iv) social services facilities, such as weekly hospitals, homes for the disabled, homes for the elderly and homes with special arrangements, and facilities providing relief social services in residential form, v) international airports,

(vi) a university, college or school establishment, with the exception of primary school pupils in primary school, school or school club education, if they use the protective equipment referred to in point 1,

b) in means of public transport,

c) on the platform, in the shelter and waiting room of public transport,

d) in motor vehicles, unless there are only persons from one household in the motor vehicle,

with the exception of children from 2 to 15 years of age, who may also wear the protective equipment referred to in point 1 in these places.

Pupils or students who carry out internships, practical training or practical training at the workplace of legal or natural persons are governed by the rules applicable to employees at that workplace.

3. With effect from 12 April 2021, until this emergency measure is revoked, all employers are ordered to equip employees with the respiratory protective equipment referred to in points 1 and 2, in sufficient numbers for each shift; this does not apply if the employee does not come into physical contact with other persons during the performance of work and in connection with the performance of work (eg the performance of telework outside the employer's workplace).

 

Restrictions on retail trade and services

With effect from 12 April 2021, from 00:00 pending the revocation of this emergency measure:

1. restricts the activity of a commercial or production establishment or the operation of a shopping center by prohibiting the presence of the public in the retail outlets of goods and services and the establishments of those services, with the exception of the following establishments:

(a) grocery stores.

2. restricts the operation of a catering establishment by prohibiting the presence of the public in catering establishments (eg restaurants, pubs and bars), with the exception of:

(a) in establishments which are not open to the public (eg staff meals, meals for health and social service providers, in prisons), provided that meals may be consumed in the staff catering establishment only with a maximum of 1 boarder; if it is a long table, it is possible to seat more diners so that there is a spacing of at least 2 meters between the diners or there are mechanical obstacles between the diners that prevent the spread of droplets,

b) school meals for employees present at the workplace and children, pupils and students participating in full-time education, this does not affect the possibility of sale outside the catering service establishment (eg fast food establishments with a service window or sale of food with you).

3. prohibit congresses, educational events and full-time examinations, except

a) practical training and practice pursuant to Act No. 95/2004 Coll., on the conditions for acquiring and recognizing professional competence and specialized competence to perform the medical profession of doctor, dentist and pharmacist, as amended, and pursuant to Act No. 96/2004 Coll., On the conditions for acquiring and recognizing competence to perform non-medical health professions and to perform activities related to the provision of health care and amending certain related acts (Act on Non-Medical Health Professions), as amended, and practical training for the regulated profession Act No. 108/2006 Coll., on social services, as amended,

b) other educational events and examinations of professional qualifications and other examinations, the passing of which is a condition stipulated by legal regulations for the performance of a certain activity at the same time, the presence of more than 10 persons at a time and, if the examination is public according to the legal regulation, more than 3 other members of the public is prohibited.

4. limits

(a) the operation and use of sports grounds in indoor areas of buildings (eg gyms, playgrounds, ice rinks, courts, rings, bowling or billiard rooms, training facilities) and the interiors of outdoor sports grounds, dance studios, gyms and fitness centers by prohibits the presence of the public, with the exception of:

i) sports activities in schools or school facilities and universities, where extraordinary measures allow it,

(ii) sports training provided by persons in the course of employment, business or other similar activities as preparation for sports events held in the framework of competitions organized by sports federations, and sports events which are not prohibited,

(b) the operation of zoos and botanical gardens in such a way as to prohibit the presence of the public, with the exception of outdoor areas, provided that no more than 20% of the capacity of the maximum possible number of visitors at a time may be used; the same restriction applies to visits to arboretums and other gardens or parks to which access is regulated,

c) the operation of museums, galleries, exhibition spaces, castles, chateaux and similar historical or cultural objects, observatories and planetariums in such a way as to prohibit visits and tours by the public,

(d) the provision of childcare services in a child group in such a way as to prohibit the presence of the public, with the exception of the child group at a health or social care facility, or the provision of a childcare service for employees of such facilities.

5. restricts the operation of libraries so that the operator complies with the following rules:

(a) does not allow the presence of more than 1 customer per 15 m2 of sales area in the establishment; in the case of an establishment with a sales area of ​​less than 15 m2, this restriction shall not apply to a child under the age of 15 accompanying a customer and to the escort of a customer holding a disability card; in the case of other establishments, this restriction does not apply to a child under the age of 6 accompanying the customer,

b) actively prevents customers from staying at distances shorter than 2 meters,

c) ensure the management of queues of pending customers

d) place disinfectants on frequently touched objects (especially handles, railings, shopping carts) so that they are available to employees and customers of establishments and can be used for regular disinfection,

e) ensure that customers are informed about the above rules, in particular by means of information posters at the entrance and in the establishment, or by communicating the rules to loudspeakers in the establishment,

f) ensures the maximum possible air circulation with outdoor air intake (ventilation or air conditioning) without air recirculation in the building.

6. Prohibit federal, dance, traditional and similar events and other gatherings, festivities, pilgrimages, parades, tastings, celebrations, both public and private, with the participation of more than 20 people at the same time, which take place mainly outdoors , or 10 persons, if the event takes place mainly in the interiors of buildings; this prohibition does not apply to meetings, sessions and similar events of constitutional bodies, public authorities, courts and other public persons held on the basis of law.

7. restricts the holding of elections to the body of a legal person and the meetings of the body of a legal person, with the exception of bodies of territorial self-governing units, so that if more than 10 persons take part in one place:

a) the persons are established in such a way that they observe a minimum spacing of 2 meters, with the exception of household members,

b) upon entering the premises, the participant demonstrates that it meets the conditions set out in point I.19, and the operator checks the demonstration of the conditions and does not allow the non-compliant participant to enter the premises,

c) that a meeting is attended by a maximum of 50 persons, unless it is a meeting that is necessary to fulfill the obligations imposed by law, including the choice of body.

8. lay down the following conditions for the entry of persons into certain indoor areas, if required by this emergency measure: a) the person passed the RT-PCR examination with a negative result no later than 5 days ago, or b) the person passed the POC test for the presence of SARS CoV-2 virus antigen with a negative result no later than 72 hours, or c) the person was issued a certificate of the Ministry of Health vaccination against COVID-19, and at least 14 days have elapsed since the second dose of the vaccine in the case of the two-dose SPC schedule, or at least 14 days have elapsed since the first dose of the vaccine in the case of the single dose schedule under the SPC. at least 14 days have elapsed, or d) the person has contracted COVID-19 for a maximum of 90 days.
